Upcoming hearings before Milwaukee County Circuit Judge Hannah Dugan will be handled by a reserve judge, the circuit court's chief judge said in a statement late April 27. Chief Judge Carl Ashley said Dugan's calendar will be handled by a reserve judge beginning April 28.
