A stretch of chain-link fence along the Guadalupe River in the Texas town of Kerrville has become a focal point for the community's grief.

Federal regulators repeatedly granted appeals to remove Camp Mystic's buildings from their 100-year flood map, as the camp operated and expanded in a dangerous flood plain in the years before rushing waters swept away children and counselors.

The reporter said that several families were angry because they felt that alerts for the flood did not go out in time.

A memorial service was held in Kerr County, Texas on Friday to honor the victims and those still missing from flooding that recently struck the region.

In the last nine years, federal funding for a system has been denied to the county as it contends with a tax base hostile to government overspending.

A Kerrville-area river authority executed a contract for a flood warning system that would have been used to help with emergency response, local officials said.
