SHREVEPORT, La. (KSLA) - A former member of the Shreveport City Council has died. On Monday (Feb. 3), Mayor Tom Arceneaux released information about the death of Joe William Edward Shyne Sr. He died Feb. 1 at the age of 85, the mayor’s office says.
