A 49-year-old Richardson woman was arrested Thursday in connection with the hit-and-run of a child earlier this month in Plano that was caught on camera, police say. Zulma Beltran was being held in the Plano jail and is facing a collision involving personal injury charge, according to a news release. It’s not immediately clear if she has a lawyer.
