I think around 1920; there is a lot of history around the "rock" and where various pieces of it have landed over the years. The current memorial park is certainly not the first area marking the Pilgrims arrival, but for almost 100 years this one has become the most iconic...imo.
It seems that people are either deeply moved by a symbolic tribute to American History, or disappointed and confused that they are visiting a rock and expected more fanfare. I guess it's like everything in life, it's whatever you make of it. Why are people so cranky?
